ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University's Mailman School of Public Health (MsPH) registered in Tanzania as MsPH Tanzania LLC since February 2005 (SO No. 12987). ICAP has been receiving funds to support HIV prevention and treatment programs in Tanzania from the US President's Emergency Plan for AIDS Relief (PEPFAR) through the US. Centers for Disease Control and Prevention (CDC) since 2005. In collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), ICAP has supported the government on health system strengthening, provided technical support especially on HIV prevention, care, and treatment, voluntary medical male circumcision services, and facilitated HIV prevention interventions in community settings.

From October 2016, ICAP has been receiving PEPFAR funding from CDC for a 5-year project delivering interventions as the community implementing partner. The project, known as FIKIA, provides community-based HIV prevention interventions including HIV testing to key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve 90-90-90 targets. FIKIA implementation,spans a total of 50 districts across nine regions, including Kagera, Kigoma, Mwanza, Geita, Simiyu,Mara, Pwani, Tanga, and Dar es Salaam.

ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives .ICAP is now seeking to fill the below positions for the FIKIA project.

Job Description
Position Title: Linkage and Retention Officer (10 positions) 

(Tanzania Nationals Only)

Reports to: Project Coordinator, Designated Region

Job Location: Various - Mwanza (1), Kagera (1), Geita (1), Simiyu (1), Dar es Salaam (2), Pwani (1), Tanga (1), Kigoma (1) and Mara (1)

Travel: Up to 70% in intervention districts

Overall Job Function:
The incumbent will be responsible to manage the linkage to care, initiation of HIV treatment and retention in care of beneficiaries diagnosed with HIV through the FIKIA project which a community-based HIV prevention program. s/he will work closely with the Project Coordinators in the designated regions to help achieve UNAIDs 90-90-90 goals along the cascade for targeted beneficiaries, including Key and Vulnerable Populations (KVP).

Specific responsibilities and duties:
• Develop work plans for the day-to-day implementation in assigned region toachievelinkage to and retention in care for beneficiaries who are diagnosed with HIV from community based testing efforts.
• Monitor the uptake of HIV testing and treatment including test-and-treat strategies and identify gaps to improve uptake of treatment initiation, linkage to and retention in care.
• Work closely with clinical implementing partners to coordinate activities, share data and work-plans to ensure continuum of care for beneficiaries reached or followed up in the community."
• Support health care workers conduct post-test and pre-ART counselling with HIV positive clients, and help facilitate partner notification and index testing.
• Support and mentor peer outreach volunteers regularly during outreach sessions to ensure adequate follow-up and support of HIV positive clients including tracking of missed appointments, defaulters, and loss to follow-up (LTFU).
• Liaise with health facility staff to ensure HIV positive clients identified in the community and linked to facility are appropriately followed up and retained in care.
• Track HIV positive clients that were transferred out to other facilities within the ICAP implementing regions and ensure that they are retained in care.
• Work closely with M&E staff to ensure data on linkage and retention collected by the program are accurately captured, and support CTC2 data extraction to enable follow-up and reporting on linkage and retention.
• Improve feedback on referrals from health facilities and overall strengthen the continuum of care between community and facility interventions.
• Perform any other relevant duties as assigned by the supervisor.

Required qualification, Knowledge and skills: Required Education:

Medically trained personnel with a diploma or higher including: Nurse, MD, clinical officer, assistant medical officer

OR

Non-medical personnel with a Bachelor's degree or higher in the following fields: Public Health, Sociology, Psychology, Social Work, Gender Studies, or Community Development.

• Minimum 2 years' experience working directly with people living with HIV, providing counselling or other prevention and treatment services.
• Preference given to those who have additional experience working with Key and Vulnerable Populations (KVP) for HIV prevention and care.
• Familiarity 'with MOH tools on HIV care and treatment such as CTCl and 2 cards, registers and database.
• Ability to maintain confidentiality regarding clients' health status and sensitive information contained in data sources.
• Ability to adapt to situations quickly and problem solve .
• Ability to work independently and travel extensively to remote areas, including islands
• Flexibility to work after normal working hours and weekends at informal gatherings and entertainment centres
• Ability to interact well with all targeted beneficiary groups and peer outreach volunteers by facilitating a non-judgmental, non-discriminatory, and non-stigmatizing environment in the program, to welcome all clients regardless of their background
• Excellent written and verbal communication skills in Kiswahili and English
• Must be a Tanzanian Citizen; preference given to candidates already living in the job location region.

Objective of the Programme

 SUMMARY OF ROLE

The Communications Officer has primary responsibility for promoting and enhancing the visibility of Tohara Plus program efforts and achievements internally within IntraHealth International and externally to a wider audience, including donors, government and partners. S/he will work closely with the Director of Monitoring and Evaluation and individual program managers to effectively communicate the work of the Tohara Plus project and raise its profile with external audiences. S/he will report directly to the Director of Monitoring and Evaluation.

Responsibilities Include:
Document project’s success stories, blogs, articles, news briefs, presentations and voices narratives for dissemination throughout IntraHealth, PERFAR/CDC, Government of Tanzania, and other external audiences and stakeholders;
Identify key program areas for documentation and dissemination;
Review and update all programmatic materials for accuracy and adherence to IntraHealth and CDC branding guidelines;
Conduct field visits and attend conferences as requested to document, photograph and/or film activities and achievements;
Support project staff on all technical presentations and reports to ensure polished final products with appropriate USG and project branding.
Provide technical support to program staff to increase visibility of key program events
Serve as a principal liaison with IntraHealth Strategic Communications Department;
Organize and maintain IntraHealth/Tanzania shared drive, and ensure that key documents are uploaded to IntraHealth Staff portal.

EDUCATION/EXPERIENCE REQUIREMENTS
Degree in communications, mass media, journalism, social sciences, marketing or other relevant field
At least 3-6 years’ experience supporting donor-funded project knowledge sharing/management and communications activities

AIDSFree is implemented by JSI Research & Training Institute, Inc. with partners Abt Associates, Inc., Elizabeth Glaser Pediatric AIDS Foundation, EnCompass LLC, IMA World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and PATH. AIDSFree supports and advances implementation of the U.S. President’s Emergency Plan for AIDS Relief by providing capacity development and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level.

AIDSFree is seeking an experienced Chief of Party to serve as the primary technical and managerial lead for an AIDSFree program in Tanzania which focuses on providing quality comprehensive HIV&AIDS prevention, care, and treatment support services to the police and prisons staff, their families, prisoners and surrounding communities. The Chief of Party will be the senior position in country, and will provide leadership and coordination in strategic planning, program development and management, and overseeing the implementation and evaluation of all activities related to this program by AIDSFree in Tanzania.

RESPONSIBILITIES
•    Provide overall leadership and coordination in planning, implementation, and evaluation of all AIDSFree activities in Tanzania related to work with the strengthening police and prisons comprehensive HIV services (SPPCHS) in Tanzania mainland and Zanzibar.
•    Ensure quality and timeliness of work and the completion of the activity within budget.
•    Serve as the programs chief project and technical representative with USAID, MoHCDGEC, and other national/international agencies, institutions, and stakeholders.

ORGANIZATIONAL CONTEXT
On 19 September 2016, the United Nations General Assembly adopted the New York Declaration on Refugees and Migrants, calling for greater burden sharing by the international community to support the world¿s largest refugee hosting states. The New York Declaration called on UNHCR to develop and initiate the application of the Comprehensive Refugee Response Framework (CRRF) in close coordination with relevant states and in collaboration with relevant UN agencies, applying a multi-stakeholder approach. The objectives of implementing the CRRF are to: (i) ease pressure on host countries, (ii) enhance refugee self-reliance, (iii) expand access to third-country solutions and (iv) support conditions in countries of origin for return in safety and dignity.

UNHCR, together with partners and with the lead of host country governments, is applying the CRRF in a number of roll-out countries in 2017. The aim is to measure initial progress and extract lessons learnt to inform preparations for the Global Compact for Refugees in the 1st half of 2018. The CRRF will, to the extent possible, build on and complement existing strategies, coordination and funding mechanisms, incorporating both humanitarian and development actors. In some countries, a joint CRRF Secretariat led by the government will be setup to coordinate the roll-out of the CRRF, including a mapping exercise and gap analysis among the first steps. The various steps in preparation for the CRRF roll-out at country-level will further inform the priority areas of engagement and indicators for initial progress (first benchmark: end-2017).

The New York Declaration and the CRRF stress the need to engage development actors in a sustainable response for refugees and host communities. The CRRF promotes inclusion of refugees in the delivery of national services, such as education and health, as well as national development plans and programmes, supporting these priorities were possible. The CRRF aims to bring on board partners into the refugee response, including those who have been less involved in refugee response, by mobilising their respective areas of expertise and interest to contribute to a broad-based response. The CRRF also incorporates emergency preparedness and response, as applicable at country-level.

The roll-out of the CRRF requires intensive efforts throughout pilot countries, including consultations with a broad range of internal and external interlocutors at national, regional and district levels ¿ in particular the various government offices which need to be involved as part of the CRRF roll-out.

The Comprehensive Refugee Response (CRR) Officer will be critical in supporting the development and implementation of a comprehensive response at national, regional and district levels.  The incumbent will have extensive contacts with both internal and external counterparts and partners. Within UNHCR, the Officer will establish close working relations with the relevant staff working in the community services, protection, program and field sectors. Key external partners will include the CRRF secretariat, national, regional and district authorities, the UN and international organizations, UNHCR implementing and operational partners, International and Local NGOs, development agencies and other actors engaged in humanitarian and development initiatives in the relevant districts. The incumbent will be the key interlocutor with National and District Government Authorities and will have to identify and actively partner with other actors and structures potentially able to contribute to the strategies and solutions for refugees.

The incumbent normally works under the supervision of the Snr CRR Officer or Coordinator or the UNHCR (Regional) Representative or a senior Officer as delegated by the (Regional) Representative.

FUNCTIONAL STATEMENT
Accountability
- Support is provided for  the roll-out of the CRRF in the operation under area of responsibility (AoR), including various stages of planning, implementation and stocktaking
- Active engagement with and provision of guidance to the government and a broad range of other stakeholders is ensured.
- Existing partnerships are strengthened and new partnerships nurtured in support of the CRRF roll-out at country-level.
- The progress of CRRF roll-out at country-level is reported on, and advice on adapting response, partnership and other strategies provided where necessary.

Responsibility
- Help institutionalize CRRF-oriented approaches within UNHCR, with various government offices at regional, national and district levels, as well as a broad range of development and humanitarian partners through support and participation in all planning processes.
- Identify proactively support needs by government offices and other partners and tailor specific guidance, as needed in the various stages of the CRRF roll-out.
- Monitor the CRRF roll-out  at country-level, including implementation of programmes and other forms of novel engagements, such as partnerships and legislative reform/ follow-up, for the benefit of refugee and host communities  in close collaboration with UNHCR sector leads, local government and relevant partners.
- Ensure that CRRF coordination at the operational level builds on and reinforces existing multi-partner planning frameworks such as the Refugee Coordination Model.  Liaise with UN Resident Coordinator/ Area Coordinator offices and other relevant stakeholders to ensure the same.
- Assist the development of relationships and effectively engage on district level development. Key activities will include being part of district planning processes, facilitating strong working relations between LGAs and sector specialists/partners, supporting government in identifying entry points for CRRF programming.
- Develop key partnerships and maintain good working relations with all stakeholders involved in the CRRF implementation. Seek and follow-up on collaboration opportunities with the World Bank in close collaboration with Senior Development Advisers where applicable, as well as with private sector, civil society, academia and other interlocutors of the multi-stakeholder approach outlined in the New York Declaration.
- Identify and follow-up on opportunities to broaden existing partnerships, for example by expanding development engagement of actors who have primarily engaged with refugees from a humanitarian angle but otherwise engage in both humanitarian and development work, and seek new partnerships with international and local actors who have previously not been engaged in refugee response.
- Assist in the implementation of a communication strategy of CRRF at regional and district level to generate support from all partners and to strengthen links between the CRRF Secretariat and partners at the operational level. Identify advocacy and engagement opportunities for government and other partners.
- Report from CRRF engagement, programming and initiatives at the operational level to CRRF secretariat and to UNHCR Representation in the country/regional office.
- Support the Senior Coordinator (CRR) or other person, as appointed by the Representative, to regularly review the strategic direction of the CRRF roll-out at country-level in close collaboration with UNHCR Headquarters, and review short- and longer-term panning accordingly.
- Support in the different stages of stocktaking of the CRRF roll-out, including identifying and synthesizing lessons learnt and good practices in collaboration with UNHCR Headquarters.
- Stay abreast of the CRRF implementation at the country level. Inform/update the CRRF secretariat on CRRF news, developments, successes and challenges at the operational level. In collaboration with communications/PI staff, identify opportunities for visibility and media engagement.

CURRENT SITUATION
 
Guided by the UN General Assembly through the adoption of the New York Declaration on Refugees, Tanzania is a pilot country to apply the CRRF. The CRRF in Tanzania aims to address the ongoing emergency of refugees from Burundi, the protracted DR Congolese refugee Situation and support the local integration of naturalized Burundians. The CRRF implementation in Tanzania departs from a Government Road Map. The operation of the Road Map is guided by a National Steering Committee and coordinated by a Secretariat of which the UNHCR is part. Tanzania is also one of six operations identified as a multi-year planning pilot and as such the country operation planning is informed by the 2016-2018 Multi-Year, Multi-Partner Protection and Solutions Strategy. Finally, Tanzania is a pilot country for the UN Delivering As One initiative. The CRR Officer will work under the supervision of the HoSO and Senior Solutions Advisor / CRRF Coordinator. Main tasks include: Act as the main focal point to the CRRF implementation at regional level ¿ Kigoma Region. Develop and reinforce engagement of existing partners, nurture linkages with existing initiatives with the objective to contribute and mutually reinforce the CRRF, and reach out to new partners (e.g. private sector). Develop close collaboration and partnership with local Government authorities on region and district levels. Serving as facilitator and support to local authorities in designing CRRF aligned development projects corresponding to donors specific requirements for support. Identify existing and potential CRRF align development projects carried out by different actors in the region (Government, UN, NGO¿s, private sector). Dar es Salaam is the major city of the United Republic of Tanzania where the Representation office is situated. The location of the Representation Office is in Masaki, Rufiji Street, Off Haile Selassie Road. Most international staff members live in the seaside neighbourhoods of Masaki and Oyster Bay, and to a lesser extent in Msasani and Mikocheni all of which cluster in and around a peninsula to the north of the city Centre.  Masaki and Oyster Bay share the advantages of having a good concentration of internationally-oriented housing and amenities including shops, schools and medical facilities; all are comparatively secure, and of course, enjoy the benefit of being close to the sea.

· To dispense medications according to the doctor’s prescription, within the hospital patient management software and to record all transactions diligently
· To meet and greet patients in a professional and friendly manner, assisting them in understanding their prescriptions and the procedure for payment through reception
· To assist in control of all pharmaceutical stock and equipment, inventory control, receive deliveries and place purchases, keep the pharmacy clean and tidy, as and when requested
· To deal with pharmaceutical production
· To Maintain pharmacy’s safety by adhering to infection-control procedures, policies and regulations
· To dispense and assist the pharmacist in drug store procedures
· To keep routine records of drugs and hospital materials
· To ensure that drugs are arranged in an orderly manner
· To calculate costs of each prescription and record the sale registers.
· To file all prescription orders for dispensing
· To coordinate with doctors and nursing staff on the medications and treatments available and that everyone has knowledge of what is currently available, or not available.
To perform any other related duties and responsibilities as may be assigned
Preferred Skills:

KEY QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Holder of a Diploma in Pharmacy from a recognized Institution

Must be registered with Pharmacy Council of Tanzania as Pharmaceutical Technician

· Ability to relate and treat all patients with a level of care and compassion whilst maintaining a professional relationship, not generating any complaints.

· Ability of processing and authorizing of credit patients, ensuring all patient details are recorded in the file and on the form correctly, ensuring the doctor has filled the form correctly, ensuring the patient has signed the form, ensuring all services have been recorded correctly. Job Description
The successful team member’s main responsibilities will be:

    Effective Leadership of the Hotel’s Food and Beverage Department which includes multiple outlets namely:Hotel Restaurant, Bar, Conference rooms, 24hour in room dining, 2 all day dining cafés, speciality cocktail bar among other.

    Ensure the required Food and Beverage Division policies, procedures and administrative systems and controls are in place

    Compilation of all Food and Beverage reports including departmental prelists, revenue reports as well as forecast reports
    Initiating and implementing of new concepts and ideas
    Close liaison with the kitchen to ensure that the all food quality metrics are in order.

Applicants require the following to be considered for this position:

    Diploma in Hospitality Management or similar qualification
    6 years’ experience in a recognized International 5 star Hotel Chain, as a departmental manager Extremely guest service driven
