Job at Social Solutions International, Finance and Administration Manager

      Social Solutions International, Inc. (Social Solutions), through the Coordinating Implementation Research, to Communicate Learning and Evidence (CIRCLE) Project, will be implementing a four-year Developmental Evaluation (DE) of USAID/Tanzania’s Boresha Afya Project. The USAID Boresha Afya project aims to support the Government of Tanzania (GoT) to increase access to high quality, comprehensive and integrated health services, particularly for women and youth. The project is implemented in three zones of Tanzania, namely Lake/Western Zone, North/Central Zone, and Southern Zone. Under the supervision of the Principal Investigator, the Finance and Administration Manager oversees project finance and accounts documentation, administrative support, travel and logistical arrangements.

Reports to: The Finance and Administration Manager will report to the Principal Investigator
Location: This position is based in Dar es Salaam

Key Roles and Responsibilities
Manage the financial operations and financial reporting of the DE project, providing guidance, training and technical assistance to financial and non-financial management personnel.
Prepare accurate quarterly financial reports, monthly expense report and monthly fund requests in close collaboration with the Principal Investigator (PI)
Work closely with Principal Investigator to set up all necessary financial and operation procedures
Support the DE project startup, general project operations, development of all necessary financial and operations procedures
Provide ongoing financial administration to the project, including the processing of approvals for procurements, consultant agreements, and vendor invoices.
Prepare payment vouchers and corresponding checks, manage petty cash payments and reconcile petty cash balances monthly.
Ensure that the books of accounts are up to date at all times, and are orderly, well kept, and readily available for reference and audit, when required.
Ensure all Tanzania policies and procedures are adhered to including tracking payment of necessary local taxes
Ensure that the project operations are in compliance with all USAID and Social Solutions procedures
Create and maintain financial reporting and tracking systems that provide basic data on expenditure against the budget and develop/recommend cost cutting and compliant strategies where necessary
Oversee the local procurement of goods and services, in coordination with the PI, following all relevant USAID and Social Solutions policies and procedures, including:
o Prepare and conduct local tenders.
o Maintain registry of local and regional vendors.
o Organize the receipt and assessment of quotations, and the selection of preferred bids.
Participate in organization of workshops and meetings, responsible for venue booking and managing invitations
Manage all project staff travel and other logistics to ensure smooth project implementation
In close collaboration with the PI, manage project human resource related activities including hiring, termination, benefit tracking and monitoring performance appraisals
Ensure the smooth running of the Tanzania Social Solution office on a day-to-day basis and provide any additional project support as assigned by supervisor

Qualifications and required experience
Bachelor’s Degree (minimum), or a Master’s Degree (desirable), in Business, Administration, or other relevant field.
CPA (T) qualification is added advantage but not a must
At least five (5) years of professional experience managing project operations, financial and contractual aspects of international development projects, preferably USAID-funded projects.
Familiarity with USAID rules and regulations
Strong analytical and computer skills, including significant experience with accounting packages
Experience in logistics, procurement, and routine administrative office support is a must
Ability to organize workshops and meetings is added advantage
Excellent verbal and written communication skills
Fluency in English

The Alliance for a Green Revolution in (AGRA), is an African-led African-based organization, working in partnership with national governments and agricultural development partners, to catalyze Agriculture Transformation in Africa. The work that AGRA and its partners support is focused on enabling smallholder farmers (SHFs) engaged in the production of food, build and run farming enterprises that are productive, efficient, profitable and sustainable in ways that ensure: wealth creation that lift millions out of poverty, food and nutrition security, and equitable growth across the continent.

After ten years of building a strong foundation, starting 2017, AGRA has rolled out a new 5-year strategy with an approach that simultaneously catalyzes-change at farmer level; strengthens input and output market systems; and puts government at the centre of the partnerships required to enable and champion private-sector-Ied agricultural growth at local and national levels.

To support this transformation, AGRA is seeking to recruit an experienced and exceptional individual to the position of Finance & Administration Officer (F&AO) - Geographic Service Team (GST) 3 that covers Tanzania, Uganda and Rwanda; within the regional office in Dar es Salaam.

The Position: Reporting to the Head of GST3 (Tanzania, Rwanda & Uganda) with a dotted reporting line into the Chief Finance Officer of AGRA, the F&AO is responsible for providing leadership and direction, as well as day-to-day management of the finance and administration functions for the GST3. On Financial Functions, s/he will be responsible for coordinating and supporting the development and monitoring of budgets, liaising with Finance and the Regional Head to support timely preparation of income statements, balance sheets, financial summaries' and forecasts. On Administrative Functions, s/he will be responsible for planning, implementing and managing the administration functions including the supervision of finance, administrative and support staff within the GST.

The position is only open to Tanzania nationals and the role holder will be based in Dar es Salaam, Tanzania.

Key Duties and Responsibilities:

• Lead in the provision of financial management in the GST and supervise day-to-day financial operations in the countries;
• Lead in budgeting process for all the countries under the GST;
• Monitor all GST and country budgets and ensure monthly preparation of management reports and financial analysis for country and GST Management including regular financial returns to HQ;
• Support in budgeting for donor proposals and ensure accurate and timely donor reports;
• Ensure the effective selection, procurement, administration and maintenance of vehicles and all other equipment within the GS
• Coordinate and supervise the purchase of all office and other supplies;
• Ensure robust cash flows management for all the offices;
• Support the streamlining of processes and procedures for improving operational efficiency of finance reporting and budgeting systems within the assigned GST;
• Ensure all timely payments and expenses are in line with policy and identify and resolve invoicing issues, accounting discrepancies and other financial related issues for the GST;
• Ensure accuracy of billing and invoicing in line with the hosting agreements and ensure regular reconciliation with the host organizations;
• Ensure accuracy recording of financial information in the general and subsidiary ledgers, in a timely manner and regular reconciliation of bank, cash, payables and receivables and timely follow up of outstanding items;
• Ensure that all relevant financial documents are maintained securely;
• Provide oversight of all the banking accounts and relationships in countries and ensure bank reconciliations are done in a timely manner;
• Lead in the preparation of Financial statements and statutory audits and submissions for countries in the GST as well as support grantee and program audits;
• Provide oversight on tax and other statutory compliance and work with the legal department to ensure that necessary statutory requirements in the countries are met; .
• Ensure proper management of all fixed assets in the countries in line with policy;
• Engage, coach, supervise and evaluate direct reports;
• Work collaboratively with technical officers in the GST to enhance efficiency and delivery of results; and
• Provide effective link between the GST and the HR Department of AGRA to enhance HR management within the GST.

Academic, Professional Qualifications and Relevant experience:
• A Bachelor's degree in accounting or finance, or equivalent work experience;
• CPA or Accounting Certification required;
• An MBA would be an added advantage;
• At least 8 years of professional experience in accounting, finance, or financial monitoring;
• Experience in working with similar organizations or institutions is essential; and
• Knowledge of program finance documentation and experience working with donors such as USAID, EU, DFID, BMZ and other large institutional and foundations.

Difficult interview questions and the answers to get you hired

Your responses to these tough interview questions will reveal a lot about you. Make sure you say the magic words.
If you feel like the job interview process is a complex combination of mind games that are intended to leave you clueless as to how to answer interview questions, you couldn’t be more wrong.

Time is of the essence; employers want to hire someone yesterday. As such, they’re not into playing games. The typical interview questions they ask are designed to cut to the chase and give you the best chance to sell yourself to them.

Your challenge as a job seeker, therefore, is to anticipate tough interview questions and knock your answers out of the park.

To help you kick-start your interview preparation, craft smart answers to these five common interview questions. Knowing how to respond can give you the edge you need to nab a job offer.

1. What can you tell me about yourself?


A lot of interviewers lead with this ice-breaker, says Pamela Skillings, career coach and co-founder of New York–based Big Interview, an online job-interview-training platform.

“The hiring manager is trying to ease into the interview and lighten the conversation, which can be a good thing for both sides,” she says. Still, “your answer sets the tone for the whole interview.”

Don’t flub your way through this harmless-sounding question. Focus. Determining what you want the hiring manager to know about you is a big part of how to get the job. Amy Wolfgang, CEO at Austin, Texas-based Wolfgang Career Coaching, recommends preparing an elevator pitch—a two- to three-minute summary of your skills and professional experience, where you focus on credentials that are directly related to the job that you’re interviewing for, says Wolfgang.

2. Why are you looking to leave your current job?


Naturally, employers will want to know what instigated your job search. Phrase your answer carefully, especially if you’re unhappy with your current job. (And let’s be honest: You probably wouldn’t be looking for a new job if you were delighted with the one you have.)

Your other challenge: “You have to be very careful and diplomatic with your answer,” says Courtney Templin, president of JB Training Solutions, a Chicago-based career development firm Templin, adding “The last thing you want to do is badmouth your boss or employer.”

The key is to offer a positive explanation regardless of whether you’re having a negative experience at your job. One approach: “I love my current job, but I’m looking to work for an organization that aligns more with the skills that I want to develop.” Or, keep it simple. You can never go wrong by focusing on the exciting opportunities this new employer offers.

3. Why do you want to work here?


This question assesses cultural fit, which is a top priority for employers today, says Wolfgang. It’s important to companies, particularly from a financial perspective; if you get hired and decide to quit because the job or company isn’t a good fit, it’s going to cost the employer a significant amount of money and time to find your replacement. (Fact: The average cost-per-hire is a whopping $4,129, while the average time it takes to fill a given position is 42 days, according to a recent report from the Society for Human Resource Management.)

Your answer should reflect the company’s desired image. Do your homework by studying their website—paying special attention to the “about us” or “our mission” section—or reading company review sites, where current and past workers give honest assessments of their employers. Once you have a good understanding of what matters to the company, Wolfgang recommends preparing this answer: “When I read through the core values of your company, what really resonated with me was [X, Y, and Z].”

4. Why do you want this job?


This question may seem like it’s identical to the previous one, but the difference is it’s not about cultural fit—it’s about the work itself. An employer wants to hear how qualified and passionate you are, and a can-do attitude will take you far.

“They want reassurance that you’re genuinely interested in the job and not just looking for a paycheck,” says Templin. “This is your opportunity to show why you’re perfect for the job.”

Before the interview, make sure you review the original job posting and check out the description of duties. Then highlight your skills that connect to the day-to-day job responsibilities. (“I saw this job requires proficiency in Excel. Here’s how I’ve used Excel at my previous jobs.”) Also, talk about why you’re enthusiastic about the job specifically. (“What I love about this position is it’s hands-on with clients.”)

5. What’s your greatest weakness?


This can be a tricky one to answer, especially if your first inclination is to try to mask a strength as a weakness (e.g. “I can be too much of a perfectionist sometimes”). But hiring managers can see right through that.

It’s OK to talk about a skill or technical ability that needs improvement, but you need to be able to point to steps that you’re currently taking to improve it. (“I’m in the process of strengthening my SEO skills by taking an online course.”)

You have to also make sure your weakness doesn’t hinder your ability to perform the basic functions of the job, says Templin. For instance, if you’re applying for a bookkeeping job, you don’t want to point out your not-great math skills.

Emphasize that you don’t shy away from a challenge, and that you welcome ways to become a stronger employee to better serve your team.

1.1 RESEARCH SCIENTIST GRADE II – 5 POSTS

DUTIES AND RESPONSIBILITIES
i. Participate in developing sound and fundable research proposals to attract donor
funding;
ii. To disseminate research findings in different formats including but not limited to
publishing in peer reviewed journals, scientific conferences etc;

1.3 HEALTH LAB TECHNOLOGISTS II – 2 POSTS

DUTIES AND RESPONSIBILITIES
i. Solving testing problems of an advanced or novel nature;
ii. Developing new solutions to testing problems;
iii. Performing the newer/more complex tests and examinations;
iv. Installing/adapting new tests for production use;
v. Insuring the adequacy of the scientific knowledge applied in the performance of
required tests;

1.4 HEALTH LABORATORY ASSISTANT GRADE II – 2 POSTS

DUTIES AND RESPONSIBILITIES
i. To assist in the collection of laboratory samples for analysis;
ii. To perform preliminary laboratory tests;
iii. Responsible for assisting laboratory technologists in performing their routine
duties;
iv. To record laboratory test in the laboratory log book;
v. To dispose laboratory wastes accordingly;
vi. To prepare equipments for laboratory tests;

ix. To use interpersonal skills to lab customers and promote success of team

2.0 TANZANIA COMMISSION FOR SCIENCE AND TECHNOLOGY (COSTECH)
The Tanzania Commission for Science and Technology (COSTECH) is a Parastatal
organization affiliated with the government of Tanzania. COSTECH was created by an Act of
the National Assembly of Tanzania in 1986 as a successor to the Tanzania National
Scientific Research Council. The commission was a subsidiary institution to the Ministry of
Communications, Science and Technology (MCST) and is now a subsidiary institution to the
Ministry of Education, Science & Technology.
The function of COSTECH is that of co-ordinating and promoting research and technology
development activities in the country. COSTECH is the chief advisor to the Government on
all matters pertaining to science and technology and their application to the socio-economic
development of the country. Government-funded science activity in the country is governed
by the commission, and its duties include the administration of research grants, maintenance
of research registry and science information services, setting research policy, and creating
incentives for invention and innovation. Areas of activity include the Internet, biotechnology,
