A) JOB SUMMARY
The Estate Officer is responsible for ensuring that the ATCL buildings and related facilities are operated in a safe and efficient manner and managed in-line with appropriate guidance, warranties, and best practices; that they are maintained to the highest possible standards; that construction projects and service provider's assignments are properly supervised and effectively delivered. The ideal candidate should be prepared to respond to emergency work outside normal working hours as and when the need is required in relation to the repair and service of site wide physical assets. He should also be prepared to supervise work that may need to be carried outside of normal working hours and days. Flexibility is therefore an essential requirement of the position.

B) QUALIFICATIONS
i. He/she should possess BSc in Property and Facilities Management; BSc in Engineering (Civil), BSc Land Management and Valuation or equivalent qualification with at least three years' experience in relevant position
ii. He must be registered by Engineers Registration Board as a Professional Engineer

C) DUTIES AND RESPONSIBILITIES
Specifically, the Estates Officer shall be responsible for the following:


  • To plan and manage facility central services such as reception, security, cleaning, catering, waste disposal and parking 
  • To ensure a fast and effective response to breakdowns in accordance with key performance indicators (KPI's) are achieved. 
  • To be responsible for ensuring Planned Preventative Maintenance Systems are implemented and carried out in a timely manner. 
  • To provide technical advice and liaise with Departmental Heads, users and clients at all levels. To liaise with Statutory Regulators, Consultants, Fire Brigade, Contractors and Company representatives external to the Organization. 
  • To establish and maintain quality systems to ensure work is carried out efficiently and effectively to current standards and codes of practice. 
  • To comply with Statutory Health and Safety Regulations and other relevant requirements for a safe working environment, and to carry out Health and Safety Risk Assessments as and when required. Responsible for policy and procedure implementation within service area and undertake technical surveys. 
  • Inspect buildings' structures to determine the need for repairs or renovations. 
  •  Review utilities consumption and strive to minimize costs 
  • Generate and present regular reports and reviews of facility-related budgets, finances, contracts, expenditures and purchases 


D) SALARY:
Attractive remuneration package in accordance with the Institution's salary scale.

Assists the Senior Development Planning and Liaison Officer in all sugar industry development and liaison issues.

Monitoring implementation of the National Development Plan (Sugar sub-sector), the Sugar Industry Development Plan and the SBT Strategic Plan and reporting to the Senior Development, Planning and Liaison Officer .

Qualifications
Holder of Bachelor Degree in Law (LL.B) from any recognized institution. Registered as an Advocate will be an added advantage.

EXPERIENCE

Duties and Responsibilities

To compile evidence relevant for court cases involving the Board.
To assist in taking charge of documents and correspondences of already assigned cases.

Programme overview and role
SNV, Netherlands Development Organisation is seeking a dynamic individual to play a key role in an
exciting new programme in Tanzania, Institutions for Inclusive Development (I4ID), which recently
started its implementation phase and is running until 2021. I4ID is applying new and innovative
approaches to facilitate solutions for Tanzanian development that benefit the largest number of people
possible – including the poor and most vulnerable in society – through inclusive growth and better public services
The programme is designed to address some of the fundamental governance challenges for inclusive
development including coordination failures and systemic weaknesses in policy formulation and
administration. We bring stakeholders together to develop an informed and shared understanding of
their collective interest, providing technical support, research, analysis, and facilitation around issues of critical interest to the Government of Tanzania and other stakeholders. I4ID will offer support to
government, private sector, parliamentary institutions, and civil society to engage in working towards a more inclusive Tanzania.

SNV is looking for a Work stream Coordinator to manage the process of progressive, participatory
problem identification and facilitation of collective solutions. The person will take responsibility for the completion of tasks and deliverables required to support locally led development initiatives in
collaboration with strategic and implementing partners. He/she will be responsible to manage one or
more work streams through effective partnership management.

This is an extremely exciting opportunity for a dynamic and ambitious individual to work at the cutting edge of smart and adaptive development programming, and to be directly engaged in real and
meaningful change processes in Tanzania.

Location
Most likely Dar es Salaam though other locations will be considered depending on the work stream area of operation, and with frequent travel outside the location. Responsibilities
Build relationships and engagement strategies with stakeholders and partners to develop and
coordinate responses to identified problems in line with the work stream theory of change and work
plan, and I4ID programme strategy.

 Support implementing partners to design and manage activities on collective action assignments for a work stream, including developing TORs, identifying and mobilising assistance, monitoring and
quality assuring work.
 Work with the programme’s specialist technical advisers, to ensure that work stream strategy takes
account of evidence, experience and good practice, particularly relating to gender and social
inclusion.
 Facilitate stakeholder engagement and the development of stakeholder coalitions working in close
collaboration with key partner(s).
 Support the Senior Coordinator to ensure the development and delivery of work streams through
annual strategic plans, operational work plans and budgets and other plans as required with
oversight from the Deputy Team Leader.
 Day-to-day management of the engagement and capacity building efforts with implementing and
strategic partners. This may include e.g. linking key partners to and working with the I4ID Media
Manager to strengthen use of various media and with I4ID MEL Manager to strengthen and research
capacity
 Monitor and report against work stream plans and the results framework, and ensure the
completeness of collective action-related knowledge, information and documentation for the work
stream
 Provide research, analysis, information and lesson-learning on collective action work, in close
collaboration with the Senior Coordinator and the research and learning manager. Requirements
 Five years or more of overall work experience in participatory development and collective action
programming. A degree in relevant subject matter
 Proven entrepreneurial, collaborative and participatory way of working, good facilitation, negotiation
and brokering skills. Ability to facilitate and build consensus is essential.
 Good analytical skills for interpreting complex work streams and ability to adapt work stream
activities based on the changing socio-economic and political context.

Background

The Office of the Resident Coordinator has been empowered with the reform process as its coordination functions have grown considerably in scope with the pilot initiative. As part of the efforts to speak with One Voice, the Resident Coordinator is the main link between the UN and the Government and Co-chairs the Joint Government – UN Steering Committee. Enhanced communication between the UN and key stakeholders is also part of the reform and it is in this respect that the Resident Coordinator’s Office is seeking an intern who will assist in the administrative functions of the Communications, Outreach, Advocacy and Partnership (COAP) unit of the office.

Duties and Responsibilities

Under the direct supervision of the UNRCO Communications Specialist the intern will be responsible for the following.

• Creating daily press summaries covering both English and Kiswahili newspapers in Tanzania for dissemination to UN agencies and development partners;
• Assist in maintaining and updating a filing system for all activities carried out by COAP. This involves documentation of press releases, meeting minutes, retirements, concept notes, approvals, etc;
• Assist in the process of obtaining and retiring advances; printing of documents; creating briefing kits; and raising payments. The intern will also be responsible for coordinating logistical components of select COAP activities (events, field missions, etc.) as required;
• Conducting monitoring and evaluation of media coverage after key UN events;

Specific Duties
The Technical Services Coordinator must develop a close working relationship with the sub-grantees providing OVC services at the community level. The coordinator will be responsible for:
• Support the Senior Technical Advisor to disseminate updated guidance, standard operating procedures (SOPs) and other job-aids that facilitate holistic case management at the household/community levels to assure beneficiaries are receiving appropriate health and social services.

• Provide guidance and technical oversight to sub grantees ensuring skills trainings are conducted in accordance with international and Tanzanian standards and best practices.

• Collaborate with the Senior Technical Advisor and Technical Integration Cluster Manager to develop and roll out procedures related to graduation and transition of OVC and their households.
• Coordinating with Para-social Workers and community level care workers to effectively monitor and document Interventions (data-collection) in a timely and accurate manner
• Submit written case management updates to the Technical Integration Cluster Manager for inclusion in the quarterly, semi-annual and annual reports
• Perform any other relevant duties as assigned by the Technical Integration Cluster Manager.

Minimum Qualifications
• Bachelor in relevant field
• Minimum of 6 years of relevant experience in at least one of the following technical areas: Social Work, OVC care, health, nutrition, education, protection, livelihoods, and psychosocial well-being
• Fluent in both written and spoken English & Kiswahili
• Experience with PEPFAR 3.0 funded projects in Tanzania
• Experience managing donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners and diverse beneficiaries

Job Title: Technical Services Coordinator-Child Protection and Parenting (1 position)

Location: Dodoma, Tanzania Reporting To: Technical integration Cluster Manager

Position Purpose:
The Technical Services Coordinator- Child Protection and Parenting serves as an active member of the program team for the implementation of Pacts USAID Kizazi Kipya project, focused on improved care, health, nutrition, education, protection, livelihoods, and psychosocial well-being among Orphans and Vulnerable Children and their caregivers. The coordinator will ensure technical cohesion and high-quality implementation of the project’s child protection and parenting initiatives.

Specific Duties
• The Technical Services Coordinator must develop a close working relationship with the sub-grantees providing OVG services at the community level as well as’ other local stakeholders. The coordinator will:
• Support the technical department to disseminate updated guidance standard operating procedures (SOPs) and other job-aids in two key areas 1) parenting initiatives and 2) child protection activities.
• Provide technical capacity development and mentoring to sub-grantees in the areas of child protection child safeguarding, and parenting initiative.
• Co-develop work plans with sub-grantees and monitor their progress in these technical areas; Monitor sub grantee adherence to technical guidance and quality of implementation.
• Conduct/support rapid needs assessments of functionality of violence against children 01AC) systems and develop report of findings; support development of training plan based on identified gaps with relevant stakeholders.
• Provide support to referral systems to ensure survivors of VAG receive appropriate support in a timely manner; use quality improvement approaches to strengthen the system and improve referral outcomes.
• Participate in child protection and one-stop center quarterly meetings to discuss progress in the areas of VAC prevention, response, and referral systems.
• With District Executive Director, District Medical Officer and District Social Welfare Officer, conduct supportive / supervision and mentoring of Assistant Social Welfare Officer with regards to abuse-related case management.
• Coordinate and support refresher trainings identified during the needs assessment in the areas of child abuse prevention and response, case conferencing, etc.
• In councils with non-existing child’ protection structures, support introduction and familiarization meetings among the district stakeholders or district implementing partners where they exist; develop action plan in collaboration with sub-grantee and other local stakeholders on how to respond to child abuse cases.
• Coordinate, support, and monitor the roll out of parenting activities for young children and ensure high quality and efficient implementation, working closely with consortium partners and other local stakeholders.
• Coordinate, support, and monitor the pilot of a parenting program aimed at violence reduction for adolescents and their caregivers.
• Participate in trainings for Training of the Trainers, and support the roll out of quality cascading trainings
• Work in partnership with local government authorities as appropriate including but not limite’d to District Social Welfare Officers, health facilities, police, District Child Protection Teams, and Community Development Officers.
• Submit timely child protection and parenting written updates to the Technical Integration Cluster Manager for inclusion in the quarterly, semi-annual, and annual reports
• Document lessons learned and best practices for experience sharing and replication.
• Contribute to adolescent school based and vocational training activities as needed.
• Technical services coordinator based in Dar will participate in relevant national level meetings and workshops as appropriate.
• Perform any other relevant duties as assigned by the Technical Integration Cluster Manager
