Description
This is a 3 to 4 month volunteer position in Tanzania starting in January of 2018 (start/end dates and duration are flexible).

This position is only eligible for Canadian citizens and Canadian permanent residents

The goal of this position is to integrate into all Africa Bridge (AB) training curricula (Most Vulnerable Children Committee and co-op) culturally appropriate training methods – with a participatory approach – and train the trainers on the use of this methods, resulting in positive outcomes for semi-literate rural adult learners

Objectives:

To advise on culturally appropriate M&E tools for assessing outcomes of trainings with the Monitoring and Evaluation Specialist
To collaborate with the Curriculum Development Specialist on testing the training manuals in the field
To help refine the manuals after they have been tested
To train the trainers on training methods and how to use the training manuals effectively
Coordinate the work with the Curriculum Development Specialist, Monitoring and Evaluation Specialist and prospective Abbott-funded 2016-17 project on entrepreneurship/business/co-op management training development for co-ops
All volunteers are expected to promote gender equality, environmental sustainability and good governance within their placement responsibilities.

Academic Qualifications


  • Bachelors or Masters-level (or equivalent) program in a relevant field such as: Communications or Journalism in International Development, or; Human Rights, Development Studies, International Relations or Public Health with a strong focus on Communications


Professional Background / Skills

  • Experience in using participatory approaches and conducting needs-assessments
  • Experience developing training materials and training plans for semi-literate, rural populations in developing countries
  • Experience working with adult learners in developing countries
  • Experience working in the vocational / technical training field and leading Training of Trainers (ToT)
  • Knowledge of best practices for vocational / technical training delivery
  • Previous international work / volunteer experience in Tanzania or other developing country
  • Effective cross-cultural communication skills
  • Commitment to the principles of volunteer cooperation and familiarity with participatory approaches to development, including the promotion of gender equality, good governance and environmental sustainability


VWB/VSF-Canada covers costs including:

  • Travel and accommodation for the five-day pre-departure training course in Ottawa
  • Return airfare to placement country and visa/permit costs
  • The cost of required vaccinations, anti-malarial medication and overseas emergency travel health insurance
  • A modest monthly living allowance (MLA) that will be paid into the volunteer’s bank account in Canada. The MLA is designed to be sufficient to cover simple housing, basic food requirements and other typical monthly living expenses.

 SUMMARY OF ROLE

The Communications Officer has primary responsibility for promoting and enhancing the visibility of Tohara Plus program efforts and achievements internally within IntraHealth International and externally to a wider audience, including donors, government and partners. S/he will work closely with the Director of Monitoring and Evaluation and individual program managers to effectively communicate the work of the Tohara Plus project and raise its profile with external audiences. S/he will report directly to the Director of Monitoring and Evaluation.

Responsibilities Include:
Document project’s success stories, blogs, articles, news briefs, presentations and voices narratives for dissemination throughout IntraHealth, PERFAR/CDC, Government of Tanzania, and other external audiences and stakeholders;
Identify key program areas for documentation and dissemination;
Review and update all programmatic materials for accuracy and adherence to IntraHealth and CDC branding guidelines;
Conduct field visits and attend conferences as requested to document, photograph and/or film activities and achievements;
Support project staff on all technical presentations and reports to ensure polished final products with appropriate USG and project branding.
Provide technical support to program staff to increase visibility of key program events
Serve as a principal liaison with IntraHealth Strategic Communications Department;
Organize and maintain IntraHealth/Tanzania shared drive, and ensure that key documents are uploaded to IntraHealth Staff portal.
Build staff capacity in documentation and communication
Perform any other assigned duties

EDUCATION/EXPERIENCE REQUIREMENTS
Degree in communications, mass media, journalism, social sciences, marketing or other relevant field
At least 3-6 years’ experience supporting donor-funded project knowledge sharing/management and communications activities
Working knowledge of international health and development preferred;
Demonstrated excellence in oral and written communication presentation, and interpersonal skills in English;
Ability to conduct rapid stakeholder analysis and design appropriate communication messages based on identified needs
Proven experience developing communication messages

The Business Operations department is responsible for all key client data management and works closely with our core operations on a daily basis to make our farmer-facing teams as effective as possible. Operations

INTRODUCTION
Effective labour migration governance which fosters the development benefits for the migrants, as well as the countries of destination and departure, remains a global challenge; particularly in Africa. In most countries in Africa, as elsewhere in the world, migrant workers may not be entitled to the same benefits as nationals. Social security is a basic human right enshrined in major international instruments, however, migrant workers are often prevented from obtaining coverage from social security schemes due to their particular circumstances, especially the length of their periods of employment and residence, their status as non-nationals, as well as their particular immigrant status. They risk the loss of entitlement to social security benefits in their country of origin due to their absence, and may at the same time encounter restrictive conditions under the social security system of the host country. Although these barriers to social security coverage are faced to varying degrees by migrant workers worldwide, they are especially acute for African migrant workers in Africa. In addition, female migration, counting for almost half of the migration flows in Africa, faces specific vulnerabilities and higher risks of abuse and human trafficking.


Further to the adoption of the 2015 AU Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development (Ouagadougou + 10) and cognisant of the opportunities, issues and challenges the continent is facing, the AUC, ILO, International Organization for Migration (IOM) and Economic Commission for Africa (ECA), developed a Joint Labour Migration Programme (JLMP), with full cooperation and involvement of Africa's RECs and organisations representing the interests of business, workers and migrants. The overall objective of the programme is to strengthen the effective governance and regulation of labour migration and mobility in Africa. The programme identified extending social security coverage to migrant workers and their families as a major objective and seeks to (1.) facilitate national unilateral measures to extend social security coverage and exportability; (2.) Harmonize social security access regimes in regional integration spaces; (3.) facilitate cooperation between social security agencies; and (4.) promote ILO conventions C-102 (social security) and C-118 (equality of treatment) as well as other relevant standards for the social security of migrant workers. The proposed project will contribute towards realizing the above objectives.

The overall objective of the project "Extending social security access and portability to migrant workers and their families through selected Regional Economic Communities (RECs) in Africa" is to extend decent work and social protection to migrant workers and their families, by strengthening the RECs' capacities to provide, as well as drive the implementation of regional frameworks on the extension of social protection to migrant workers and their families. The expected results are: 1. Improved implementation of ECOWAS General Convention on Social Security by ECOWAS Member States; 2. SADC policy and instruments on portability of social security and other benefits formulated and implemented; 3. Improved implementation of EAC council directives and regulations on social security benefits for migrant workers; 4. Improved capacity of the AUC, RECs and regional social partners to effectively coordinate and contribute to regional and sub-regional social security programmes for migrant workers.
The target groups are policymakers in relevant RECs responsible for the preparation and implementation of strategies to extend social security coverage; administrators responsible for the preparation, application and monitoring of social security agreements; and social security institutions; as well as social partners involved in labour migration and social security issues. The final beneficiaries are the women and men migrant workers and their families.

The project is funded by the European Commission, through the Pan-African MMD Facility implemented by ICMPD.

The Technical Officer will support the Project Manager (PM) in the day-to-day implementation of project activities and will assist in attaining the objectives stated in the project document within the stated time frame and budget as well as ensure compliance with the ILO and the project's financial and operating procedures.

The incumbent will work under the direct supervision of the Project Manager of the project based in Addis Ababa and will receive technical guidance, support and collaboration from the relevant Social protection specialists in the region (ILO DWT/CO-Pretoria and ILO DWT/CO- Dakar) for all technical-related outputs and overall project implementation. He/She will also be under the technical guidance of the Regional Labour Migration and Mobility Specialist based in Abidjan and will work closely with the Labour Migration Branch (MIGRANT) and the Social Protection Department (SOCPRO). Since the position is located in Dar es Salaam, the incumbent will be under the general supervision of the Director of the ILO CO - Dar es Salaam.
Description of Duties

1. Assist the Project Manager and contribute to the day-to day effective implementation of the project at sub-regional (EAC, ECOWAS, SADC) and national level through timely provision of inputs and outputs, and planning, control, monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures and ensure delivery of outputs and achievement of project objectives.
2. Support the Project Manager in the effective management of funds/budget assigned to ILO in accordance with ILO administrative and financial procedures in consultation with the responsible field office.
3. Provide technical support and expertise to designated Regional Economic Communities in close collaboration with the other Social security and labour migration technical specialists in the region. The technical officer will work in close collaboration with the Strengthening institutional mechanisms for migration management in SADC EU-ILO project based in Pretoria.
4. Under the guidance of the Project Manager, support the African Union Commission (AUC), the EAC, the ECOWAS and SADC and their member States in strengthening their capacities on migrant workers' social protection; in close cooperation with relevant sub regional institutions such as ECASSA Eastern and Central Africa Social security association and its members.
5. Under the guidance of the Project Manager, support planning, implementation, monitoring and evaluation of project activities in close collaboration with the African Union Commission, the EAC, the ECOWAS and SADC, the relevant ILO Country Offices and ILO technical specialists in the region and at Headquarters, in conformity with ILO policies and project strategies, and in accordance with ILO country/action programmes;
6. Under the guidance of the Project Manager, provide technical support to relevant government agencies, workers' and employers' organizations and other relevant stakeholders and undertake technical missions independently or in collaboration with multidisciplinary teams and plan, organize and conduct seminars, workshops, consultation processes and technical coordination meetings.
7. Under the guidance of the Project Manager, maintain close liaison with governments, workers' and employers' organizations, UN organizations non-governmental organizations on a broad range of country programmes and projects and maintain working contacts and collaboration with multi-lateral and bilateral donor agencies, representatives of social security institutions, agencies or funds and other key relevant stakeholders involved in the implementation and application of the SADC and EAC Protocols and with its member states, as well as key relevant international partners and organizations to achieve the objectives of the project.
8. Actively participate in ILO research initiatives on Labour migration and Social protection as relevant. Adapting resources and analytical and training materials in the field of social protection to build national, sub-regional and regional institutional capacities and enhance the available knowledge base. Assist in the development of training guides and manuals related to the project objectives that will feed into the workshops, seminars, consultation processes and technical coordination meetings.
9. Any other relevant duties as requested by the Regional Office for Africa in Abidjan and the Project Manager.

Required Qualifications
Education
Advanced university degree in economics, management, law, political and social science or a related field complemented with demonstrated expertise in the field of social protection with knowledge of social protection for migrant workers.

Experience
Five years' experience in the management of development cooperation activities, of which at least three years at the international level. This includes field experience in the planning, management, implementation and monitoring of complex development cooperation projects, preferably in the fields of social protection and labour migration. Experience in the Africa region is required.

Languages
Excellent command of English, and working knowledge of French would be an asset.

Job Summary:
The Deputy Country Representative (DCR)and Head of Programs works closely with the Country Representative (CR) and represents and acts on behalf of the CR when the incumbent is unavailable. S/he shares responsibility for representation and leadership of all EngenderHealth activities under Tanzania Country Program. S/he contributes significantly to the vision and strategy of the country program, identify funding opportunities and support new business development, oversee country projects implementation and quality assurance, guide and lead project teams, and manage the critical relationships with government, donors and other partners.

S/he will ensure compliance with MOH, Donor and EngenderHealth medical/clinical/ technical standards and guidelines, provide overall technical direction and strategic guidance for developing technical strategies, build the capacity and ensure program/technical staff have the capacity to implement the portfolio for program activities.  S/he serves as Programme Management Adviser to the Country Representative, supervises and provides technical and managerial support to country technical/program managers and cross-functional program staff as assigned and on behalf of the CR when acting in that capacity.


Job Responsibilities:

Country Leadership and Representation (10%)
In collaboration with the CR and Country Management Team (CMT), contribute substantively to development of country priorities and a country program strategy and ensure consistency with EngenderHealth’s (EH) overall agency mission, goals, and strategic plans.
Together with the CR and other CMT, develop, co-lead implementation of the EH Tanzania Country Strategy, including reporting to HQ on progress.
Participate activity in regular portfolio reviews of country projects and ensure consistency across projects with EngenderHealth’s (EH) SEED Model and supporting management and technical approaches and tools.
Under the guidance of the CR, liaise with key stakeholders, and help establish and maintain strategic partnerships with the Tanzania Government Ministries, international donor agencies, as well as national and international NGOs and represent Country Program during meetings with partners and donors.
Help in identifying sustainable program models based on local governance laws and practices and contribute significantly to the piloting and introduction of most appropriate model(s).
Assist the CR in ensuring coordination with other projects and collaborative agencies in the sexual and reproductive health and rights sector in Tanzania.

Business Development: (10%)
Contribute to regular scans of funding environment, identify donors interested in country program’s sexual and reproductive health and rights priorities, develop and cultivate relationships with potential donors, and support CR in providing ongoing updates to the Business Development team regarding potential funding opportunities.
Collaborate with CR and HQ resources mobilization team to develop innovative approaches to resource mobilization and provide appropriate strategic input to grow and maintain a strong integrated country program.
Collaborate with the CR and HQ resources mobilization team to oversee the development of new business proposals to ensure sustainability of the Country Program.

Program Management: (80%)
Provide technical leadership and program management oversight for existing country program activities, link clinical/technical expertise and program management support with critical country needs and ensure the overall achievement of the goals and objectives of the country program.
With CR, co-lead the development, successful implementation, and monitoring of program/project strategies and work plans in close coordination with donor, government departments, program/technical staff, and other stakeholders at national and regional levels.
Provide oversight, guidance and leadership to all aspects of program implementation, including ensuing timely reporting, compliance and quality utilizing routine monitoring and feedback into program implementation

Oversee accurate preparation and timely submission of quarterly, bi-annual and annual reports as well as interim status (as required) programmatic reports to HQ, Donors, and Government.
Support and coordinate the development and implementation of clinical/technical orientation and professional development for program/technical staff, Short term technical assistance/STTA resources, and partners to build country institutional expertise and capacity in quality programming.
Work in close coordination with Country Technical Team and Headquarters Global Technical Leadership team to identify lessons learned, synthesize document, and disseminate clinical and technical best practices, and develop strategies to take best and/or new high impact practices to scale in-country and support replication in other countries.
Work in coordination with Country M,E,&R Manager, the Headquarters M,E,&R and Global Program management team to provide strategic guidance and input for monitoring, evaluation and research activities including ensuring compliance with EngenderHealth and donor policies, standards, and practices.
Support and work closely with Monitoring, Evaluation, Research and Program Quality department to ensure the implementation of effective and participatory program Monitoring, Evaluation, Accountability and Learning strategies at all levels of  country Program.
Work with the Country technical team and carry out an in-depth analysis of Sexual and Reproductive Health and Rights’ (SRHR) context, trends, gaps, challenges and opportunities
Foster synergies between program areas (integrated approach), support the strong integration of SRHR initiatives that aim towards  meeting SP2020, FP2020 and various Sustainable Development Goals
Assist the CR in representing the country program at scientific meetings, other technical meetings, on scientific and programmatic panels and in discussions with government counterparts, USG departments, private foundations, multilaterals, and other implementing agencies in coordinating their participation in project development and implementation.
Provide leadership in the documentation and communication of scientific (clinical, quality improvement and programmatic) findings in peer-reviewed publications and reports and present country program’s work at scientific and technical conferences and for other external audiences.
Ensuring program /technical staff maintains effective and collaborative working relationship with diverse stakeholders, including in-country partners, local and international NGOs, local governments and sponsors. Advocate about Tanzania’s program with government, donors, implementing partners, private sector in various fora.
Assist the CR in establishing and maintaining collaborative and high performing team and a good working environment.
Assist the CR in human resource management and oversee, administer, supervise and manage performance of all program/technical staff in accordance with local statutory requirements and EngenderHealth procedures.
Proactively contribute to effective and efficient use of resources across projects including effective and transparent budget follow up, and management of start-up and close-out of projects.
Closely work with the HFO to coordinate finance, operation and logistic support to programs/projects and as required, contribute to and support effective implementation of Finance and Operation systems.

Assist the CR in ensuring close coordination between country projects’ and HQ-based Program Management, Global Technical Leadership, and Operations staff to ensure timely implementation of country projects.

Education, Experience and Certifications:  
Post graduate/ graduate in Public Health, Health Management, Development or relevant branch of social sciences.
Demonstrated in-depth knowledge of RH/ FP and experience in the design, implementation, and monitoring and evaluation of FP and other SRHR programs in Tanzania/Africa.
10-15 years’ programmatic and technical experience of implementing service delivery/systems strengthening projects in the areas of FP/SRHR.
Experience in integrated approaches to quality health service delivery in the public sector and/or with private sector networks, including gender equity and community engagement for health is a plus.
Substantial experience in designing, implementing, and conducting large scale programs and translating evidence into policies, programs, and services for improved FP and SRH with attention to ensuring project deliverables are met successfully and time.
Demonstrated experience in management of sub-awards to local partners.

Difficult interview questions and the answers to get you hired

Your responses to these tough interview questions will reveal a lot about you. Make sure you say the magic words.
If you feel like the job interview process is a complex combination of mind games that are intended to leave you clueless as to how to answer interview questions, you couldn’t be more wrong.

Time is of the essence; employers want to hire someone yesterday. As such, they’re not into playing games. The typical interview questions they ask are designed to cut to the chase and give you the best chance to sell yourself to them.

Your challenge as a job seeker, therefore, is to anticipate tough interview questions and knock your answers out of the park.

To help you kick-start your interview preparation, craft smart answers to these five common interview questions. Knowing how to respond can give you the edge you need to nab a job offer.

1. What can you tell me about yourself?


A lot of interviewers lead with this ice-breaker, says Pamela Skillings, career coach and co-founder of New York–based Big Interview, an online job-interview-training platform.

“The hiring manager is trying to ease into the interview and lighten the conversation, which can be a good thing for both sides,” she says. Still, “your answer sets the tone for the whole interview.”

Don’t flub your way through this harmless-sounding question. Focus. Determining what you want the hiring manager to know about you is a big part of how to get the job. Amy Wolfgang, CEO at Austin, Texas-based Wolfgang Career Coaching, recommends preparing an elevator pitch—a two- to three-minute summary of your skills and professional experience, where you focus on credentials that are directly related to the job that you’re interviewing for, says Wolfgang.

2. Why are you looking to leave your current job?


Naturally, employers will want to know what instigated your job search. Phrase your answer carefully, especially if you’re unhappy with your current job. (And let’s be honest: You probably wouldn’t be looking for a new job if you were delighted with the one you have.)

Your other challenge: “You have to be very careful and diplomatic with your answer,” says Courtney Templin, president of JB Training Solutions, a Chicago-based career development firm Templin, adding “The last thing you want to do is badmouth your boss or employer.”

The key is to offer a positive explanation regardless of whether you’re having a negative experience at your job. One approach: “I love my current job, but I’m looking to work for an organization that aligns more with the skills that I want to develop.” Or, keep it simple. You can never go wrong by focusing on the exciting opportunities this new employer offers.

3. Why do you want to work here?


This question assesses cultural fit, which is a top priority for employers today, says Wolfgang. It’s important to companies, particularly from a financial perspective; if you get hired and decide to quit because the job or company isn’t a good fit, it’s going to cost the employer a significant amount of money and time to find your replacement. (Fact: The average cost-per-hire is a whopping $4,129, while the average time it takes to fill a given position is 42 days, according to a recent report from the Society for Human Resource Management.)

Your answer should reflect the company’s desired image. Do your homework by studying their website—paying special attention to the “about us” or “our mission” section—or reading company review sites, where current and past workers give honest assessments of their employers. Once you have a good understanding of what matters to the company, Wolfgang recommends preparing this answer: “When I read through the core values of your company, what really resonated with me was [X, Y, and Z].”

4. Why do you want this job?


This question may seem like it’s identical to the previous one, but the difference is it’s not about cultural fit—it’s about the work itself. An employer wants to hear how qualified and passionate you are, and a can-do attitude will take you far.

“They want reassurance that you’re genuinely interested in the job and not just looking for a paycheck,” says Templin. “This is your opportunity to show why you’re perfect for the job.”

Before the interview, make sure you review the original job posting and check out the description of duties. Then highlight your skills that connect to the day-to-day job responsibilities. (“I saw this job requires proficiency in Excel. Here’s how I’ve used Excel at my previous jobs.”) Also, talk about why you’re enthusiastic about the job specifically. (“What I love about this position is it’s hands-on with clients.”)

5. What’s your greatest weakness?


This can be a tricky one to answer, especially if your first inclination is to try to mask a strength as a weakness (e.g. “I can be too much of a perfectionist sometimes”). But hiring managers can see right through that.

It’s OK to talk about a skill or technical ability that needs improvement, but you need to be able to point to steps that you’re currently taking to improve it. (“I’m in the process of strengthening my SEO skills by taking an online course.”)

You have to also make sure your weakness doesn’t hinder your ability to perform the basic functions of the job, says Templin. For instance, if you’re applying for a bookkeeping job, you don’t want to point out your not-great math skills.

Emphasize that you don’t shy away from a challenge, and that you welcome ways to become a stronger employee to better serve your team.

2.0 TANZANIA COMMISSION FOR SCIENCE AND TECHNOLOGY (COSTECH)
The Tanzania Commission for Science and Technology (COSTECH) is a Parastatal
organization affiliated with the government of Tanzania. COSTECH was created by an Act of
the National Assembly of Tanzania in 1986 as a successor to the Tanzania National
Scientific Research Council. The commission was a subsidiary institution to the Ministry of
Communications, Science and Technology (MCST) and is now a subsidiary institution to the
Ministry of Education, Science & Technology.
The function of COSTECH is that of co-ordinating and promoting research and technology
development activities in the country. COSTECH is the chief advisor to the Government on
all matters pertaining to science and technology and their application to the socio-economic
development of the country. Government-funded science activity in the country is governed
by the commission, and its duties include the administration of research grants, maintenance
of research registry and science information services, setting research policy, and creating
incentives for invention and innovation. Areas of activity include the Internet, biotechnology,

Brief Job Description

The Health Basket Fund (HBF) Specialist will:
Coordinate the Agency’s role in the HBF and support HBF activities in Tanzania.
Manage HBF activities by networking with relevant government authorities, the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), the President’s Office Regional Administration and Local Government (PORALG), and Development Partners.

-Prepare payments according to GAAP following MUKIKUTE financial policies and Donor operating policies making sure necessary approvals are sought before actual payments.
-Preparation of MUKIKUTE financial reports which include General ledger, Cashbook, Bank reconciliation and balance Invoice reconciliation, submitting timely to the donor.
-In close coordination with programme manager monitor spending against budgets for the program to ensure no overspending takes place and forecast cash requirements to timely meet administrative and project expenditures.

-Review program staff retirements, which includes expenditure verification to the beneficiaries and ensure retirements are properly approved with the relevant backups before posting into ledgers.
-Payroll preparation which include correct computation of statutory contributions and timely remittance to respective authorities.
-Support Internal and External Audits in MUKIKUTE including Donor audits.
-Bank correspondence
-Undertakes other duties as required.

SUMMARY OF TASKS

Responsible for reports preparation, field visits and monitoring according to established procedures and policies and ensuring accuracy of all reports and data recorded.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Daily monitoring of project activities at office and field (community) level.
• Coordination of informal and curriculum-based Behavior Change and Communication education to the target population according to work plan.
• Support Peer Educators and supervise them.
• Conduct weekly meetings with Peer Educators to assess the performance, review data report and provide guidance.
• Roll out trainings to Peer Educators.
• Ensure data from Peer Educators are well collected, compiled and analyzed and results shared with various stakeholders including donor organization
