This is a 3 to 4 month volunteer position in Tanzania starting in January of 2018 (start/end dates and duration are flexible).

This position is only eligible for Canadian citizens and Canadian permanent residents

The goal of this position is to integrate into all Africa Bridge (AB) training curricula (Most Vulnerable Children Committee and co-op) culturally appropriate training methods – with a participatory approach – and train the trainers on the use of this methods, resulting in positive outcomes for semi-literate rural adult learners

Objectives:

To advise on culturally appropriate M&E tools for assessing outcomes of trainings with the Monitoring and Evaluation Specialist
To collaborate with the Curriculum Development Specialist on testing the training manuals in the field
To help refine the manuals after they have been tested
To train the trainers on training methods and how to use the training manuals effectively
Coordinate the work with the Curriculum Development Specialist, Monitoring and Evaluation Specialist and prospective Abbott-funded 2016-17 project on entrepreneurship/business/co-op management training development for co-ops
All volunteers are expected to promote gender equality, environmental sustainability and good governance within their placement responsibilities.

Academic Qualifications

VWB/VSF-Canada covers costs including:

  • Travel and accommodation for the five-day pre-departure training course in Ottawa

  • A modest monthly living allowance (MLA) that will be paid into the volunteer’s bank account in Canada. The MLA is designed to be sufficient to cover simple housing, basic food requirements and other typical monthly living expenses.

ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University's Mailman School of Public Health (MsPH) registered in Tanzania as MsPH Tanzania LLC since February 2005 (SO No. 12987). ICAP has been receiving funds to support HIV prevention and treatment programs in Tanzania from the US President's Emergency Plan for AIDS Relief (PEPFAR) through the US. Centers for Disease Control and Prevention (CDC) since 2005. In collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), ICAP has supported the government on health system strengthening, provided technical support especially on HIV prevention, care, and treatment, voluntary medical male circumcision services, and facilitated HIV prevention interventions in community settings.

From October 2016, ICAP has been receiving PEPFAR funding from CDC for a 5-year project delivering interventions as the community implementing partner. The project, known as FIKIA, provides community-based HIV prevention interventions including HIV testing to key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve 90-90-90 targets. FIKIA implementation,spans a total of 50 districts across nine regions, including Kagera, Kigoma, Mwanza, Geita, Simiyu,Mara, Pwani, Tanga, and Dar es Salaam.

ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives .ICAP is now seeking to fill the below positions for the FIKIA project.

Job Description
Position Title: Linkage and Retention Officer (10 positions) 

(Tanzania Nationals Only)

Reports to: Project Coordinator, Designated Region

Job Location: Various - Mwanza (1), Kagera (1), Geita (1), Simiyu (1), Dar es Salaam (2), Pwani (1), Tanga (1), Kigoma (1) and Mara (1)

Travel: Up to 70% in intervention districts

Overall Job Function:
The incumbent will be responsible to manage the linkage to care, initiation of HIV treatment and retention in care of beneficiaries diagnosed with HIV through the FIKIA project which a community-based HIV prevention program. s/he will work closely with the Project Coordinators in the designated regions to help achieve UNAIDs 90-90-90 goals along the cascade for targeted beneficiaries, including Key and Vulnerable Populations (KVP).

Specific responsibilities and duties:
• Develop work plans for the day-to-day implementation in assigned region toachievelinkage to and retention in care for beneficiaries who are diagnosed with HIV from community based testing efforts.
• Monitor the uptake of HIV testing and treatment including test-and-treat strategies and identify gaps to improve uptake of treatment initiation, linkage to and retention in care.
• Work closely with clinical implementing partners to coordinate activities, share data and work-plans to ensure continuum of care for beneficiaries reached or followed up in the community."
• Support health care workers conduct post-test and pre-ART counselling with HIV positive clients, and help facilitate partner notification and index testing.
• Support and mentor peer outreach volunteers regularly during outreach sessions to ensure adequate follow-up and support of HIV positive clients including tracking of missed appointments, defaulters, and loss to follow-up (LTFU).
• Liaise with health facility staff to ensure HIV positive clients identified in the community and linked to facility are appropriately followed up and retained in care.
• Track HIV positive clients that were transferred out to other facilities within the ICAP implementing regions and ensure that they are retained in care.
• Work closely with M&E staff to ensure data on linkage and retention collected by the program are accurately captured, and support CTC2 data extraction to enable follow-up and reporting on linkage and retention.
• Improve feedback on referrals from health facilities and overall strengthen the continuum of care between community and facility interventions.
• Perform any other relevant duties as assigned by the supervisor.

Required qualification, Knowledge and skills: Required Education:

Medically trained personnel with a diploma or higher including: Nurse, MD, clinical officer, assistant medical officer

OR

Non-medical personnel with a Bachelor's degree or higher in the following fields: Public Health, Sociology, Psychology, Social Work, Gender Studies, or Community Development.

• Minimum 2 years' experience working directly with people living with HIV, providing counselling or other prevention and treatment services.
• Preference given to those who have additional experience working with Key and Vulnerable Populations (KVP) for HIV prevention and care.
• Familiarity 'with MOH tools on HIV care and treatment such as CTCl and 2 cards, registers and database.
• Ability to maintain confidentiality regarding clients' health status and sensitive information contained in data sources.
• Ability to adapt to situations quickly and problem solve .
• Ability to work independently and travel extensively to remote areas, including islands
• Flexibility to work after normal working hours and weekends at informal gatherings and entertainment centres
• Ability to interact well with all targeted beneficiary groups and peer outreach volunteers by facilitating a non-judgmental, non-discriminatory, and non-stigmatizing environment in the program, to welcome all clients regardless of their background
• Excellent written and verbal communication skills in Kiswahili and English
• Must be a Tanzanian Citizen; preference given to candidates already living in the job location region.

In June 2016, the United States Agency for International Development (USAID) Tanzania initiated the Global Health Supply Chain Technical Assistance – Tanzania (GHSC-TA-TZ) Program. GHSC supports the development of agile, robust, and sustainable health supply chains that will improve the availability of medicines and the health status of Tanzanians through the following objectives:
  • Objective 1: Provide strategic planning and implementation assistance
  • Objective 2: Improve delivery of health commodities at service sites
  • Objective 3: Broaden stakeholders’ understanding of and engagement in the supply chain system
  • Objective 4: Strengthen enabling environments to improve supply chain performance
GHSC will achieve these objectives by optimizing the design of the supply chain, strengthening governance systems and stakeholder capacity to manage health commodities, fostering multi-stakeholder collaboration, and improving the use of supply chain performance data to address systemic challenges.
Key Roles and Responsibilities
  • Identification of supply chain cost drivers and strategies to improve supply chain management efficiency
  • Determination of financial resources required for commodities supply chain operations in Tanzania
  • Articulation of resource mobilization strategies and reduction of anticipated financial gaps
  • Determination the implications of Direct Health Facility Financing on commodities management
  • Support of implementation of the supply chain results-based financing scheme
  • Support the HFS in coaching supply chain managers on costing methodologies required to identify cost drivers, and improve the efficiency of the supply chain
  • Support implementation of a study estimating the total health commodities/financial resources needed at the facility level

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
In 2000, the Security Council adopted the ground-breaking resolution 1325 on Women, Peace and Security — the first to link women to the international peace and security agenda, calling for their engagement in conflict resolution and peacebuilding. The Security Council has passed seven additional resolutions on women, peace and security, including Security Council resolution 2242 (2015), which provides one of the most important pronouncements of the linkages between countering terrorism and violent extremism, and women, peace and security. It delivers a roadmap and issues a call to action for ensuring a gender perspective in all efforts, and that an emphasis is placed on prevention responses. It calls on Member States and the UN system to ensure the participation and leadership of women in developing strategies to counter terrorism and violent extremism, and build their capacity to do so effectively.
When reviewing the UN Global Counterterrorism Strategy in 2016, Member States called on their peers, given the complex global security context today, to highlight the important role of women in countering terrorism and violent extremism as and when conducive to terrorism, and urges Member States and United Nations entities to integrate a gender analysis on the drivers of radicalization of women to terrorism into their relevant programmes, to consider, when appropriate, the impacts of counter-terrorism strategies on women’s human rights and women’s organizations and to seek greater consultations with women and women’s organizations when developing strategies to counter terrorism and violent extremism conducive to terrorism. (A/Res/70/291)
Based on the above, UN Women Tanzania is a responsible party in the UNDP led project on “Preventing and Responding to Violent Extremism in Tanzania” which recognizes the increasing evidence that gender dimensions are crucial in the operations of violent extremist groups. The specific role of UN Women within the project encompasses, i) mainstreaming gender perspectives across efforts to prevent violent extremism; ii) building the capacity of women and their civil society groups to engage in the prevention and response efforts related to violent extremism; iii) ensuring women are adequately represented in national law enforcement and security agencies, including being part of the prevention and response frameworks; iv) investing in gender-sensitive research and data collection on women’s roles in violent extremism, including on identifying the drivers that lead women to join violent extremist groups, and v) empowering women through providing necessary skills to recognize early signs of radicalization.
Reporting to the Head of Leadership, Political Participation and Governance, the WPS, PVE Specialist is responsible the planning, implementation and reporting of UN Women’s interventions within the PVE Project. The WPS PVE Specialist works closely with the UNDP PVE team, the UN Women Women’s Leadership and Political Participation team and Operations, as well as the Government of the United Republic of Tanzania.

Duties and Responsibilities

Technical advisory support and quality assurance on the Prevention of Violent Extremism

Establish, maintain and expand partnerships and alliances with various strategic partners from development organizations, government, and civil society organisations to ensure effective implementation and participation of women within the implementation of the PVE Project;
•    Provide technical support directly or through the provision of experts to the Programme partners implementing the gender component of the PVE project, and work closely with the UNDP PVE team and the Government of the United Republic of Tanzania to mainstream gender within project interventions, research, planning exercises, reporting and briefings;
•    Support the development/duplication, integration and application of gender sensitive tools within all Project activities;
•    Identify capacity needs and strengthen capacities of government partners and other stakeholders in the areas of Women, Peace and Security and gender within the PVE efforts, as relevant to the project.
•    Provide expert advice to the Project Management, UN Women and UNDP Tanzania regarding gender dimension within PVE;

Management of the Implementation and Delivery of the Project
•    Ensure individual project interventions are developed based on the overall Project document contributing to the achievements of both the immediate and overall PVE Plan, and in line with UN norms and frameworks;
•    Ensure overall Project and individual work plans and budgets are developed and/ or integrate gender perspectives and implementation modalities agreed upon;
•    Monitor and assure quality control in the implementation of the PVE Project gender component;
•    Supervise and assess work in progress to ensure compliance and delivery of high quality results and achievements of overall Project objectives. This will include financial management, provision of overall guidance and problem solving, and identifying and utilization of lessons learned and best practices to ensure consistently improved Programming;
•    Ensure all required recruitments of consultants/ experts and establishment of partnerships are undertaken in a timely manner;

Monitoring and Reporting
•    Ensure that Project reviews are undertaken and all reporting requirements are met in a timely manner;
•    Assist with close follow up of partners and support with the preparations of reports (narrative and financial) to ensure that PVE related projects are completed and closed;
•    Provide input to UN TRG on Democratic Governance, Human Rights and Gender Equality on substantive content and for the development of the Annual Work Plans and Regular Reports of these Groups in the context of UNDAP implementation.

Knowledge Management and Communications
•    Collect, and share best practices and lessons learned from the Project in appropriate fora for the purpose of scaling-up and replication;
•    Represent UN Women in meetings and policy dialogues on related issues of focus, as delegated by the supervisor
•    Liaise with HQ and Regional Office on seeking expert advice, the identification and showcasing of good practices on gender and PVE in Tanzania;
•    Provide inputs in knowledge products and communication materials on issues related to gender and PVE, as appropriate.

Support Partnerships and Resource Mobilization.
•    Develop and maintain effective partnerships with various stakeholders at regional, national and local levels, for delivery of the PVE Project gender component;
•    Identify and follow-up on opportunities for resource mobilization for the PVE Project.
•    Represent the Programme in stakeholders fora and other key partnership meetings and events and perform any other duties as may be requested by the Supervisor.

Required Skills and Experience

Education and certification:
Master’s degree (or equivalent) in Law, International Development, Political Science, International Relations or other related fields.
Experience:
