The Field officer will be responsible for the establishment and strengthening of community based child system in the refugee camp. The position holder will work in close coordination with the case management, PSS and youth teams to ensure the prevention and response CP issue in the camp. He/she will also ensure to strengthen the linkages between the services providers and community mechanism for referral of cases to appropriate services and safe access to protection services

ACCOUNTABILITIES
General

Responsible for mobilizing the refugee communities to play an effective role in protecting the rights of the children
Establish and strengthen community based Child Protection Committees, Child Clubs and Foster Support Groups and ensure they are functional as per agreed ToRs
Assist CPCs and child clubs in identifying the child protection risks and developing action plans to address those risks on self help basis or using the resources available in the community
Liaise with zone leaders and parents to introduce PLAN program activities and encourage community involvement in program implementation and monitoring
Actively contribute to the capacity building of child based CP structures on Community mobilization, PRA techniques, identification and responding to child protection issues, and administration and management of CPCs and child clubs etc.
Ensure Community based structures are supported to conduct community-based awareness raising activities on CP issues
Responsible to ensure that all community-based structures are coordinating with each other effectively for timely achievement of common objective and results for protection of children
Ensure that CBCPM promote linkages with the Service Centres, youth centers, case management services, peer educators and other Committees in the camp.
Support CBCPM members to promote the inclusion of marginalized and minority groups and ensure meaningful child participation in PSS and CBCPM activities
Support CPCs in planning, implementing and managing routine activities, i.e., conducting / attending meetings and recording minutes of the meetings and follow up on action plans
Responsible to monitor, identify and refer child protection issues as per the agreed interagency protocols and procedures
Compile weekly, monthly reports on describing activities, indicators, case studies and lesson learned and share with the team leader as per agreed timelines
Ensures adherence to the Child protection Policy and reporting procedures
Represent Plan in zone leader meetings and other coordination meeting in the camps
Undertakes any other task assigned by supervisor
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Job at Social Solutions International, Finance and Administration Manager

      Social Solutions International, Inc. (Social Solutions), through the Coordinating Implementation Research, to Communicate Learning and Evidence (CIRCLE) Project, will be implementing a four-year Developmental Evaluation (DE) of USAID/Tanzania’s Boresha Afya Project. The USAID Boresha Afya project aims to support the Government of Tanzania (GoT) to increase access to high quality, comprehensive and integrated health services, particularly for women and youth. The project is implemented in three zones of Tanzania, namely Lake/Western Zone, North/Central Zone, and Southern Zone. Under the supervision of the Principal Investigator, the Finance and Administration Manager oversees project finance and accounts documentation, administrative support, travel and logistical arrangements.

Reports to: The Finance and Administration Manager will report to the Principal Investigator
Location: This position is based in Dar es Salaam

Key Roles and Responsibilities
Manage the financial operations and financial reporting of the DE project, providing guidance, training and technical assistance to financial and non-financial management personnel.
Prepare accurate quarterly financial reports, monthly expense report and monthly fund requests in close collaboration with the Principal Investigator (PI)
Work closely with Principal Investigator to set up all necessary financial and operation procedures
Support the DE project startup, general project operations, development of all necessary financial and operations procedures
Provide ongoing financial administration to the project, including the processing of approvals for procurements, consultant agreements, and vendor invoices.
Prepare payment vouchers and corresponding checks, manage petty cash payments and reconcile petty cash balances monthly.
Ensure that the books of accounts are up to date at all times, and are orderly, well kept, and readily available for reference and audit, when required.
Ensure all Tanzania policies and procedures are adhered to including tracking payment of necessary local taxes
Ensure that the project operations are in compliance with all USAID and Social Solutions procedures
Create and maintain financial reporting and tracking systems that provide basic data on expenditure against the budget and develop/recommend cost cutting and compliant strategies where necessary
Oversee the local procurement of goods and services, in coordination with the PI, following all relevant USAID and Social Solutions policies and procedures, including:
o Prepare and conduct local tenders.
o Maintain registry of local and regional vendors.
o Organize the receipt and assessment of quotations, and the selection of preferred bids.
Participate in organization of workshops and meetings, responsible for venue booking and managing invitations
Manage all project staff travel and other logistics to ensure smooth project implementation
In close collaboration with the PI, manage project human resource related activities including hiring, termination, benefit tracking and monitoring performance appraisals
Ensure the smooth running of the Tanzania Social Solution office on a day-to-day basis and provide any additional project support as assigned by supervisor

Qualifications and required experience
Bachelor’s Degree (minimum), or a Master’s Degree (desirable), in Business, Administration, or other relevant field.
CPA (T) qualification is added advantage but not a must
At least five (5) years of professional experience managing project operations, financial and contractual aspects of international development projects, preferably USAID-funded projects.
Familiarity with USAID rules and regulations

Monitor and track collection of all cash calls as initiated by the Reinsurance team.

Job Title: Monitoring and Evaluation Officer, Coastal Cluster (1 position) 

Location: Dar es Salaam, Tanzania Reporting to: Senior Monitoring & Evaluation Officer and Cluster Manager

Position Purpose:
The Monitoring and Evaluation Officer serves as an active member of the team for the implementation of Pact’s KIZAZI KIPYA project with the primary responsibility for supporting monitoring and evaluation functions under the technical direction of the Senior Monitoring &Evaluation Officer.

Key Responsibilities
The Monitoring &Evaluation Officer must develop a close working relationship with the sub grantees. The Officer will be responsible for:
• Support in implementing and overseeing monitoring and evaluation activities in the cluster, including development of work plans and indicator frameworks, support for data management and reporting.
• Support learning, research and evaluations as they arise
• Support data analysis, visualization and use of data to assess daily and monthly trends including to engage technical staff in analysis and implications of data for programming
• Generate and contribute to quarterly or other reports, as needed
• Conduct routine internal data quality assessments (OQAs)
• Facilitate communication between technical team and M&E team
• Contribute to publications and presentations arising from project’s work
• Playa coordinating function for producing data and feeding to regional Program and technical people for reports
• Participate in other, monitoring, evaluation, research or dissemination work arising from the unit, as requested by supervisor
• Provided technical assistance to sub grantees on developing and monitoring targets in compliance with M&E plan
• Conduct and coordinate provision of regular data monitoring visits to sub grantee programs; review and provide feedback on grantee performance reports.
• Serve as a mentor to sub grantees and provide technical assistance in various areas relating to M&E
• Other tasks as assigned by a supervisor

Minimum Requirements:
• Bachelor’s degree in public health, sociology, demography, statistics, or other social science area; Master’s Degree is preferred.
• Academic qualification in monitoring and evaluation will be an added advantage.
• The ideal candidate will have at least 3 years’ professional experience working in Monitoring, Evaluation and reporting, preferably working with donor funded programs;
• Adept at data quality assessment, data analysis, visualization and use
• 2 – 3 years’ work experience supporting technical or programmatic activities in orphans and vulnerable children (experience with health facility setting a plus)

Job Title: Technical Services Coordinator- Economic (1 position)

Location: Dar es salaam, Tanzania Reporting To: Technical integration Cluster Manager

Position Purpose:
The Technical Services Coordinator serves as an active member of the program team for the implementation of Pact’s Caring for Children and Empowering Young People project. The coordinator will ensure the technical cohesion of project integration, strengthening age-appropriate HIV/AIDS-related and other services for improved care, health, nutrition, education, protection, livelihoods, and psychosocial well-being.

Specific Duties
The Technical Services Coordinator must develop a close working relationship with the sub-grantees providing OVC services at the community level. The coordinator will be responsible for:
• Support the Senior Technical Advisor to disseminate updated guidance, standard operating procedures (SOPs) and other job-aids that facilitate holistic case management at the household/community levels to assure beneficiaries are receiving appropriate health and social services.
• Serve as technical point person and mentor with sub grantees on economic strengthening, ECD, parenting skills, adolescent, and GBV priorities while ensuring program activities are age appropriate reflecting child and youth perspectives and interest.
• Co-develop work plans with sub grantees and monitor their progress
• Regularly monitor project activities and use the information to improve project quality and implementation; and to pro-actively identify risks related to contract compliance and prescribe, implement and manage corrective action.
• In close collaboration with sub-grantees, providing weekly support-supervision mentoring visits to the field to assure SOPS are properly implemented and case files are maintained in accordance with PEPFAR requirements
• Provide guidance and technical oversight to sub grantees ensuring skills trainings are conducted in accordance with international and Tanzanian standards and best practices.
• Work in partnership with local qovernment authorities as appropriate .
• Create community linkages for broader community engagement of youth and adolescent in the core areas of program interest-sexual reproductive health, livelihoods, life skills, and employability.
• Document lessons learnt and best practices for experience sharing and replication.
• Timely preparation of quality progress reports that meet the organizations/donor requirements, as stipulated in the contract.

• Collaborate with the Senior Technical Advisor and Technical Integration Cluster Manager to develop and roll out procedures related to graduation and transition of OVC and their households.
• Coordinating with Para-social Workers and community level care workers to effectively monitor and document Interventions (data-collection) in a timely and accurate manner
• Submit written case management updates to the Technical Integration Cluster Manager for inclusion in the quarterly, semi-annual and annual reports
• Perform any other relevant duties as assigned by the Technical Integration Cluster Manager.

Minimum Qualifications
• Bachelor in relevant field
• Minimum of 6 years of relevant experience in at least one of the following technical areas: Social Work, OVC care, health, nutrition, education, protection, livelihoods, and psychosocial well-being

Position Purpose:
The Technical Services Coordinator- Child Protection and Parenting serves as an active member of the program team for the implementation of Pacts USAID Kizazi Kipya project, focused on improved care, health, nutrition, education, protection, livelihoods, and psychosocial well-being among Orphans and Vulnerable Children and their caregivers. The coordinator will ensure technical cohesion and high-quality implementation of the project’s child protection and parenting initiatives.

Specific Duties
• The Technical Services Coordinator must develop a close working relationship with the sub-grantees providing OVG services at the community level as well as’ other local stakeholders. The coordinator will:
• Support the technical department to disseminate updated guidance standard operating procedures (SOPs) and other job-aids in two key areas 1) parenting initiatives and 2) child protection activities.
• Provide technical capacity development and mentoring to sub-grantees in the areas of child protection child safeguarding, and parenting initiative.
• Co-develop work plans with sub-grantees and monitor their progress in these technical areas; Monitor sub grantee adherence to technical guidance and quality of implementation.
• Conduct/support rapid needs assessments of functionality of violence against children 01AC) systems and develop report of findings; support development of training plan based on identified gaps with relevant stakeholders.
• Provide support to referral systems to ensure survivors of VAG receive appropriate support in a timely manner; use quality improvement approaches to strengthen the system and improve referral outcomes.
• Participate in child protection and one-stop center quarterly meetings to discuss progress in the areas of VAC prevention, response, and referral systems.
• With District Executive Director, District Medical Officer and District Social Welfare Officer, conduct supportive / supervision and mentoring of Assistant Social Welfare Officer with regards to abuse-related case management.
• Coordinate and support refresher trainings identified during the needs assessment in the areas of child abuse prevention and response, case conferencing, etc.
• In councils with non-existing child’ protection structures, support introduction and familiarization meetings among the district stakeholders or district implementing partners where they exist; develop action plan in collaboration with sub-grantee and other local stakeholders on how to respond to child abuse cases.
• Coordinate, support, and monitor the roll out of parenting activities for young children and ensure high quality and efficient implementation, working closely with consortium partners and other local stakeholders.
• Coordinate, support, and monitor the pilot of a parenting program aimed at violence reduction for adolescents and their caregivers.
• Participate in trainings for Training of the Trainers, and support the roll out of quality cascading trainings
• Work in partnership with local government authorities as appropriate including but not limite’d to District Social Welfare Officers, health facilities, police, District Child Protection Teams, and Community Development Officers.
• Submit timely child protection and parenting written updates to the Technical Integration Cluster Manager for inclusion in the quarterly, semi-annual, and annual reports
• Document lessons learned and best practices for experience sharing and replication.
• Contribute to adolescent school based and vocational training activities as needed.
• Technical services coordinator based in Dar will participate in relevant national level meetings and workshops as appropriate.
• Perform any other relevant duties as assigned by the Technical Integration Cluster Manager
